Message from the Assistant Branch Secretary, Keith Price regarding Annual Leave in Residential Units
I am writing following the consultation ballot on the changes to the calculation of annual leave within Residential Units in CSF and ACS and negotiations with the Employer with a view of resolving the matter and avoiding industrial action. Our positon was that any changes to contractual terms and conditions, specifically those negotiated through the national negotiating body (National Joint Council) has to be agreed locally. As you probably know, this was not done,

The Employer listened to our concerns and has agreed to freeze the changes as 1st September 2005, due to the lack of consultation with UNISON. Therefore, your annual leave entitlement within ACS will convert to being calculated on a daily basis.
Hertfordshire County Coucil still wishes to enter into discussions to move to an hourly calculation as of 1st April 2006 for ACS and CSF Residential staff. This time frame will give this branch the opportunity to consult with our members on the proposed changes. This will enable us to come to an agreement with the employer with your best interest in mind.

This outcome is a good example of what we can achieve when we stick together!
